The First Huairou Science City Kilo-Innovation Forum Was Successfully Held
On the morning of August 9th, Huairou Science City Kilo-Innovation Forum, guided byorganizations including Beijing Municipal Bureau of Talent Work and Beijing Municipal Bureau of Economy and Information Technology, and sponsored by KIRI and Huairou Science City Administrative Committee, was successfully held at the lecture hall of KIRI. Leaders including Gui Sheng, vice minister of Beijing Municipal Committee Organization Department and director of Beijing Municipal Bureau of Talent Work, Zhang Jing, chief economist of Beijing Municipal Bureau of Economy and Information Technology, Tong Haiwei, ddfdf, Yu Dingfeng, acting district director of Huairou district, and Miao Jianming, director of Huairou Science City Special Project Office attended the forum.
Striving to create a platform with global influence for exchanges of cutting-edge technologies, the Huairou Science City Kilo-Innovation Forum aimed to attract experts, entrepreneurs, and investment agencies, help KIRI introduce projects, and promote the transformation of scientific and technological achievements at Huairou Science City and the development of high-tech industries.
Gui Sheng said in his speech: "KIRI, as a platform for developing talents co-constructed by Beijng Municipal Talent Work Leading Group, Huairou District and some overseas returned experts, expressing their patriotism and willingness to serve the motherland, is a vivid practice of the talent-driven development strategy, which is quite meaningful. The Beijing Municipal Bureau of Talent Work will spare no effort in helping KIRI. First, we will comprehensively support KIRI in becoming bigger and stronger, strengthen the overall coordination, fully support KIRI in applying new R&D or entity organizations, report projects to leaders, and taking Huairou District's support to KIRI into full consideration, give more favorable policies to Huairou District. Second, we will fully support KIRI in attracting talents. We will make KIRI a pilot for the reform of Beijing's independent identification of overseas talents, and greatly support experts in introducing more high-end overseas talents. Third, we will fully support KIRI in transforming achievements. The Beijing Municipal Bureau of Talent Work will give KIRI the right to use and dispose scientific and technological achievements and the right to make profit from them, provide policy and financial support to the owenership of scientific and technological achievements, strongly help KIRI cultivate world-level scientific enterprises, and attract high-tech industries to settle in Huairou Science City.

Zhang Jing said in his speech: " I hope KIRI could give full play to its advantage in gathering top scientists, excellent entrepreneurs and innovation and entrepreneurship teams, effectively unite the innovation force of overseas returned talents, adopt internationally advanced management mode and marketized operation system, introduce and cultivate more high-level leading talents in industries, and continuously inject motive into the development of industries. I also hope that KIRI could stick to the principle of facing the frontiers of global science and technologies and facing the major needs of the country, focuse on solving the common difficulties of industries, srive to overcome the key technological bottlenecks, and establish a rational and effective mechanism for achievements tranfer and transformation, so as to actively support the development of Beijing's high-tech industries. Beijing Municipal Bureau of Economy and Technology Information will continue to strengthen the overall industrial plan for Beijing, and propel the settlement and transformation of HSC's innovation achievements in the whole city. In addition, with the strong encouragement of the Beijing Municipal Committee Organization Department, we will actively coordinate resources of all parties, fully support KIRI in building itself into a top-ranking common industry promotion agency, further lending a helping hand to overseas returned talents in achieving entrepreneurship, scientific and technological independence, and the dream of serving the country by industries."

During the forum, the Huairou District govornment signed the Strategic Cooperation Framework Agreement and the Consultation Service Agreement with KIRI, in which the Huairou District government promised to provide an R&D headquarter of 80000 square meters to KIRI which would unite the forces of all experts to provide in-depth research and consultation services to the construction and development of Huairou Science City.
