The Unveiling Ceremony of KIRI in Huairou Science City

        On May 29, 2018, the unveiling ceremony of Kilo-Innovation Research Institute (hereinafter referred to as KIRI) was held in Huairou Science City on which Li Kai, an academian of the American Academy of Engineering, a foreign academician of the Chinese Academy of Engineering, and a professor of Princeton University, was appointed the honorary dean. This indicates that Huairou Science City has made new progress in introducing innovative subjects and that new momentum has been added to the development of innovation. Wang Jianzhong, vice minister of Beijing Municipal Committee Organization Department  and Lu Yuguo, Huairou District Chief, attended the ceremony and made speeches. Zheng Huanmin, deputy director of the Beijing Municipal Science and Technology Commission, Huairou district leaders Jiang Zeting, Chi Xinggang and Yu Haibo, relevant leaders of Zhongguancun Administrative Committee, Zhongguancun Development Group and other units, as well as some members of the association for scholars from the recruitment Program of Global Experts attended the unveiling ceremony.

        It is reported that the original idea of KIRI was put forward by Ding Hong, one of the first scholars of the national Recruitment Program of Global Experts, the Secretary General of the Third Executive Committee of the Association for Scholars from the Recruitment Program of Global Experts, a researcher at the Institute of Physics of the Chinese Academy of Sciences, and the executive deputy director and chief scientist of Beijing National Laboratory for Condensed Matter Physics at the end of 2016. After preliminary research, discussion, demonstration and special promotion by scientific entrepreneurs such as Yang Yunchun, Huang Xiaoqing, Zou Xueming of the Association for Scholars from the Recruitment Program of Global Experts, KIRI finally settled in Huairou Science City and became a new research and development institution strongly supported by the city.

        At present, KIRI is still in the preparatory period to which Huairou Science City will provide support in terms of policies, funds, venues, and land use. Up to now, KIRIhas set up advisory committees including Wang Enge, Qian Yingyi, Tang Chao, Deng Feng, and Mao Daqing, reserved a number of promising industrialization projects such as high-end semiconductors, research and development of new  targeted therapeutic drugs, smart cloud humanoid robots, large medical equipment, broadband access chips and integrated circuits, which will directly drive nearly 500 overseas high-level talents to gather in Huairou Science City in the near future.

        KIRI aims to build itself into a science and technology innovation center and an industrial innovation center with global influence. Aiming at the fields of materials, life, information, energy, and environment, and relying on the huge talent resources and intellectual resources behind the Recruitment Program of Global Experts, as well as the world's top large-scale scientific apparatus in Huairou Science City, KIRI strives to create an international ecological environment for science and technology innovation and entrepreneurship, and attract high-end talents of future innovation and entrepreneurship to gather in Huairou Science City. In this way, KIRI will make further efforts to create a globally influential key research center for frontiers of different fields, a research and development base for key technologies common to the industry, a platform for transforming key achievements and an agency for promoting investments in key industries, realize the innovative R&D of cutting-edge technologies and the guiding transformation of scientific and technological achievements, support Huairou Science City in building an innovative chain that covers infrastructure, basic research, applied research, achievements transformation and high-tech industrial development, and further help promote the gathering of high-end talents and the booming of industries in Beijing and Huairou District. This means high-end overseas returned acholars will work together for collaborative development instead of having to undertake innovation and entreprenuership alone.

        District head Lu Yuguo, expressed in his speech that he hoped KIRI and Professor Li Kai's team would give full play to their talents and intellectual advantages and contribute their wisdom and strength to the construction of Huairou Science City. He emphasized that in order to achieve a breakthrough for Huairou Science City, we must first do a good job in large-scale scientific apparatus, universities for scientific research, first-class scientific research institutions and research teams, R&D centers of enterprise headquarters, investment and fund companies. Secondly, we should continuously improve the policy system, business environment, and public services, so as to create a high-quality living environment and thus attract high-end talents to work and live in Huairou. Next, Huairou District would make every effort to ensure services and create the most favorable development environment for KIRI.
