New Colors Added to Huairou Science City
On May 26, 2019, the "Huairou Science City Innovation Town Conference" was successfully held as the first show of the Beijing Talent Publicity Week. Under the guidance of the Beijing Municipal Committee Organization Department, and with the theme of "Empowering New Motives and Jointly Innovating the Future", the activity was sponsorde by Huairou District Committee and Huairou Science City Administrative Committee, and organized by Beijing Great Wall Investment & Development Corporation, ZGC Information Valley, and KIRI, with the support from Huairou Science City Special Project Office, Huairou Science City Special Project Office of the Chinese Academy of Sciences, Beijing Municipal Science & Technology Commission, Beijing Municipal Bureau of Economy and Information Technology, Zhongguancun Administrative Committee, Zhongguancun Development Group and Miyun District Committee. 3000 people incuding leaders from Beijing Municipal Government and relavant committees and commissions, offices and bureaus, experts of different industries, enterpreneurs and famous scholars gathered here and discussed the future development of cutting-edge industries, so as to promote the construction of Huairou Science City. The activity was hosted by Shi Yuzhu, the first rotating director of the Innovation Town and the genral manager of Beijing ZGC Information Valley.
Jiang Zeting, deputy secretary of Huairou district party committee, deputy secretary of Huairou Science City Party & Labor Committee, deputy director of the administrative committee, officially announced the opening of the Innovation Town. According to introduction, the innovation town was located at the core area of Huairou Science City, covering a total area of 120 mu with a construction area of 80,000 square meters. Revolving around one main working line, it would issue two major policies concerning special projects, explore the operating mode of three commonness, build four service platforms, six functional areas and create an innovation and entrepreneurship demonstration area featuring the "four new". As the power source and engine of the Innovation Town, the innovation center will gather a group of professional innovation and entrepreneurship service platforms and innovative enterprises with great development potential. At present, the Innovation Center has gathered four innovative and entrepreneurial service platforms with unique features and complementary functions, namely ZGC Information Valley, KIRI, School of Innovation and Entrepreneurship of UCAS, and Ucommune. He said that through the joint efforts of all innovative subjects and talents, the innovation town would definitely become a dazzling star of innovation in Huairou Science City.
According to Ding Hong, president of KIRI, KIRI came into being under the wave of scientific and technological innovation. Jointly launched and co-constructed by leading domestic scientists and overseas returnees who have successfully started their own businesses, Zhongguancun Development Group, HCCD. Rooted in Huairou Science City, it would serve Beijing, cover the whole country, and devote itself into building an industrial technology research and transformation base with global influence.
Gui Sheng, vice minister of Beijing Municipal Committee Organization Department, and director of Beijing Municipal Bureau of Talent Work, said in his speech that he hoped Huairou science city could continuously improve the service capacity of the innovation subjects in the Innovation Town, guide them to participate deeply in the operation and management of the Innovation Town and strive to foster a community-based innovation ecology of "factor aggregation, subject coordination and environmental friendliness". Chang Wei, secretary of Huairou District Committe, and secretary of Huairou Science City Party and Labor Committee, said in his speech that Huairou Science City was the core support for Beijing to construct itself into a science and technology innovation center with global influence, as well as the key to implementing the national innovation-driven development strategy and leading the breakthrough of the internationally cutting-edge technologies. Besides, the Innovation Town, as the key platform for Huairou Science City to gather innovation subjects and factors, would be built into an innovation demonstration zone integrating city function, innovation function and industry function, focusing on the construction of an innovation chain covering infrastructure, basic research, achievements transformation, and the development of high-tech industries.
Under the joint witness of Chang Wei, secretary of Huairou District Committe, and secretary of Huairou Science City Party and Labor Committee, Guo Hong, chairman of Zhongguancun Bank, Xuan Hong, general manager of Zhongguancun Development Group, and Wu Jianmin, deputy director of Huairou Science City, a group signing activity was held.
Wang Zhaowen, deputy general manager of ZGC Information Valley, Shen Wei, assistant president of KIRI, Hu Yi, deputy president of School of Innovation and Entrepreneurship, UCAS, and Guan Xin, COO of UCOMMUNE, as representatives of the first innovation subjects, jointly signed the Innovation Town Convention. In the future, the owners would set up an Innovation Town Co-construction Committee together with the platform units in the town, and establish a cooperative management service machanism between the owners and the rotating director of the Innovation Town. In such way, the innovation subjects would have a deep involvement in the operation and management of the Town, stimulate innovation vitality, and create an entrepreneurial atmosphere.
In addition, Yang Yunchun, a partner of KIRI, signed contracts with the heads of the first 6 enterprises to be settled in, namely CloudMinds, NAVTECH, AllTech, Huaruizhizi, yuducomm, and UTH. In the future, KIRI would continue to introduce internationally high-end talents and innovation teams, increse the investment in scientific and technological R&D, gather internationally sophisticated scientific and technological achievements, accelerate the spreading of knowledge, promote the deep integration of production, teaching and research, accelerate the transformation of scientific and technological achievements, and pursue the great dream of strengthening the country by science and technology.

After the launching ceremony, the Huairou Science City Kilo-Innovation Forum and the first Innovation Town entrepreneurship salon was held. Well-known scholars and experts in cutting-edge technology industries such as Jia Guifang, Lan Hong, Yang Yunchun, Bao Yungang, Zou Xueming, Deng Feng, and Huang Xiaoqing shared the theoretical achievements, development trend, and innovation experience in their respective fields, contributing wisdom for the construction of Huairou Science City Innovation Town. Zhongguancun Information Valley organized the entrepreneurs in the Innovation Town to held a salon for communications and exchanges, discuss the opportunities for the devleopment of cutting-edge technologies, seek cooperation points of collaborative innovation, so as to promote the innovation development of Huairou Science City.
After its official launching, the Innovation Town would further adhere to the development concept of mutual discussion, innovation and sharing, attract innovation subjects, get through the innovation chain, stipulate the innovation vitality, so as to better serve the construction of Huairou Science City, strive to create a innovation area with most innovation vitality and passion, and move steadily towards the the construction goal of Huairou Science City.
